Foreword The issue of illicit nuclear trade was thrust into the international spotlight on March 28, 1990, when five persons were arrested in Great Britain for attempting to smuggle U.S.-origin capacitors to Iraq, where they were apparently intended for use as nuclear weapon detonators. The episode, however, is but the most recent of a flood of similar cases that have come to light during the past decade. During this period, advances in the nuclear weapon programs of Pakistan, India, Brazil, and Argentina - as well as Iraq - have depended critically on the acquisition of nuclear materiel from countries with more advanced nuclear programs. To obtain such assistance, however, the former states have had to circumvent the export controls of the industrialized countries - - either by means of clandestine exports involving these advanced nuclear suppliers themselves or by turning to less conscientious nuclear supplier countries in the developing world. This special report reviews these disturbing new patterns of nuclear commerce and their central role in facilitating the spread of nuclear arms to five emerging nuclear-weapon countries. *
