EXECUTIVE SUMMARY The feasibility of the use of civil observation satellites to enhance the International Atomic Energy Agency's (IAEA's) safeguards procedures has been examined briefly, and is now being investigated further. lt is concluded that while the spatial resolution of sensors on board civil remote sensing satellites is relatively poor, available panchromatic images from civil satellites can detect and identify military nuclear facilities. Thus, they can contribute usefully to safeguards. This is particularly so when used with a comparatively fine spectral resolution. It was found that the best resolution openly available is such that different kinds of buildings can be detected and identified. Initial results have shown that commercial satellite imagery can detect the following characteristics of dedicated military nuclear facilities: (1) more than one passive security fence; (2) active security in the form of anti-aircraft guns and missiles and military airfields; (3) highly secured large buildings for fuel cells in which plutonium is prepared; and (4) hardened shelters to store both nuclear and conventional explosives.
