I. GENERAL CONSIDERATIONS

A. THE PURPOSE OF THIS DOCUMENT

1. Pursuant to Article II of its Statute the Agency has the task of seeking "to
accelerate and enlarge the contribution of atomic energy to peace, health and
prosperity throughout the world". In as much as the technology of nuclear energy
for peaceful purposes is closely coupled with that for the production of materials
for nuclear weapons, the same Article of the Statute provides that the Agency "shall
ensure, so far as it is able, that assistance provided by it or at its request or under
its supervision or control is not used in such a way as to further any military
purpose".
