FOREWORD

One of the most urgent tasks facing the world today is the achievement of a system
of safeguards that will assure the world that special nuclear materials used for the
peaceful development of nuclear energy will not be diverted, stolen, or stockpiled
for use in nuclear explosives for destructive purposes. The urgency of this task is
increasing rapidly with time, as the dangers both increase in extent and change in
character.
Highly enriched uranium and plutonium, in forms that need only commonplace
technical facilities for conversion to physical and chemical forms suitable for
fission explosives, are rapidly being distributed throughout the world as a result
of the large and sudden growth of civilian nuclear technology.
More than 165 nuclear electric power plants are planned to be critical throughout
the world by the end of 1972. The yearly rate of production of plutonium from all
these plants will be about 20,000 kilograms, more than half of which will be
produced in the United States. Between now and 1980 it is likely that more than
a million kilograms of plutonium and uranium-233 will have been produced in
nuclear power plants throughout the world, transported to chemical processing
plants, separated from fission products, stored, transported to fuel fabrication
facilities, incorported into new fuel elements, transported as new fuel to nuclear
power plants, and eventually consumed in power reactors.
