INTRODUCTION

At the present time a considerable amount of effort is being given to the
development of safeguards systems, methods and techniques, not only in the Agency
but also in many Member States. There have been many suggestions that the Agency
should compile a review of current activities in research and development in
safeguards and circulate it amongst all workers in this field. By distributing
this bi-annually it is hoped that development will be promoted and accelerated,
unnecessary duplication of effort will be avoided and greater coordination
of effort will result.

This Review, being the initial attempt to briefly describe current activities,
is mainly a status report on Agency activities and those in Member States with
which the Agency is associated. It is expected that following issues will include
more reports on the research and development
programme in Member States and for this purpose Annex III should be used as
a guideline for the type of information which could be submitted. A channel of
communication has been set up to facilitate the inclusion of reports from Member
States through established contact officers listed in Annex IV. The list is preliminary
and it is hoped that other Member States and contact officers will be added to future
Reviews.
