Preface The momentous political events of the last 12 months have brought about fundamental changes in East-West relations. They also present new challenges and opportunities in two areas of direct interest to the IAEA - namely safety and improved prospects for disarmament or arms control. The Agency's role as an instrument to be used by Member States in the field of nuclear safety is long established. This work is being intensified and expanded to include problems that are emerging as governments, planners, and engineers in Eastern Europe re-examine the nuclear component of their current and future energy mixes. A second point that arises is the broadening debate on issues relating to balancing environmental and energy needs-frequently, two sides of the same coin, as witnessed not just in Eastern Europe, but in the developing nations and elsewhere. It is in the interest of all countries to co-operate in learning from past mistakes and to encourage environmentally responsible and responsive policies that can still meet justified economic aspirations, not least in the key sector of energy.
