FOREWORD Creative research as a basis for technological progress Without scientific expertise, no country can hope to achieve full independence. Supporting science and technology in any country is not a luxury: we know from the work of the International Centre for Theoretical Physics that it is a useful, cost-effective way to improve technological development and thereby help the country help itself. All progress in science and technology depends upon the efforts of highly trained specialists. Rapid progress is possible only in an atmosphere of open intellectual exchange. Scientists must also have access to the latest literature if they are to avoid unnecessary repetition of research; they must feel challenged by their colleagues and teachers to achieve a standard of work which would be considered first-rate in any part of the world. The International Centre for Theoretical Physics (ICTP) in Trieste celebrated its twentieth anniversary in October 1984. Over a span of two decades, the Centre has welcomed each year, on average, some thousand theoretical scientists from all over the world. In 1983, 2188 scientists visited the Centre. The ICTP is supported by the Italian Government, the International Atomic Energy Agency (IAEA) and UNESCO. Why do they do so? At present, several hundred scientists from industrialized countries come each year to the ICTP at their own expense. They are attracted to Trieste in order to conduct research and to study diverse scientific topics in an open, intellectual atmosphere. But the Centre is more than an international forum for study and research - it is a major international institute catering for the needs of physicists and mathematicians from developing countries.
