INTRODUCTION

The Proposed Model Statute for the creation of an International Sustainable Energy
Agency (ISEA) is designed to address the critical need for a global commitment for
a world-wide transformation to a 21st Century, safe, nuclear and carbon-free energy
future.

Currently, there is no such global institution to promote and implement the transition
humanity must make, for its very survival, to benign energy sources from our sun,
wind, tides, and the heat of the earth in the form of geothermal energy. For nearly
fifty years, the International Atomic Energy Agency (IAEA) (1), dominated by
commercial interests, has promoted nuclear energy, while the International Energy
Agency (IEA) (2) established in 1974 during the OPEC oil crisis, is mandated to
secure adequate supplies of fossil fuel. Both institutions are promoting and
provoking dire consequences for human health, the environment, global security and
world peace. The time has come to shift the energy paradigm, by establishing the
ISEA in order to preserve the future of our planet as we phase out our reliance
on toxic sources of energy.
