Explanatory Memorandum

Introduction

For the European Union, the 5th Framework Programme for Research and
Technological Development must be an opportunity to pursue a new approach to
policy with regard to research conducted at Community level, which is designed
to address contemporary issues and meet the aspirations of Europe's citizens.

With only three years to go before the new millennium, the European Union
is entering a crucial phase in its history, busy with the historic work on
the construction of Economic and Monetary Union and the redefinition of its
institutional structure, notably with the prospect of the accession of new
Member States.

The 5th Framework Programme needs to be an integral part of this process.
In its own way, it should help European society enter the 21st century under the
best possible conditions. To do so, it cannot simply be a continuation of the first
four programmes. It is necessary to make a distinct break with them, otherwise the
future of the idea underlying the Framework Programme would be jeopardised.
