"GREENING EURATOM"

Foreword

The Treaty establishing the European Atomic Energy Community (hereinafter
the "EURATOM Treaty"), signed in 1957, was primarily intended to promote the
development of nuclear power within the Community. The Treaty's core provisions
have not been amended over its 30 year life, despite the many alterations in the
operation and functions of the European institutions and changes in the state of
development and perception of nuclear power. As a consequence, many of the
provisions of the EURATOM Treaty are anachronistic and fail to address the
known hazards of nuclear power.
