1. INTRODUCTION

This report presents an analysis of the effects on renewable-energy systems and on
sustainable development of certain electricity-sector regulation changes, known as
"liberalization". It analyses the changes that are under way in EU and, in particular,
in Denmark. Our analysis draws on descriptions of the electricity markets of some
of the countries that have made the most extensive "liberalizations" in their
electricity sectors: Norway, Sweden, and England. For comparison, the situations
in Denmark and Germany, two countries with traditional regulatory frameworks in
the electricity sector, are described, using the same format.
