1. BACKGROUND TO THE OCEAN DUMPING OF RADIOACTIVE WASTES The earliest radioactive waste sea dumping programme was begun in 1946 by the USA and continued until the 1960's. During these 20 years an estimated 100,000 curies (1) of low level and medium level waste was dumped into US coastal waters and mid-ocean locations at approximately 50 sites. This dumping programme was phased out finally because of a variety of political, environmental and economic considerations, including protests by the Mexican government against a proposal to dispose of nuclear waste in the Gulf of Mexico.
