Summary

The enlargement of the European Union and EU energy market liberalisation is
expected to result in the largest liberalised energy market in the world, offering
immense business opportunities. However, the EU has stated that besides market
development, it is equally important to make the energy sector secure and
sustainable. This will amongst other things require as a first step the creation of
a level playing field in the economic treatment of generating sources. This report
shows to what extent such fair practice is lacking at present.
