Introduction

Since the first V2 rockets rained down on London during World War II, countries
have sought, in fits and spurts, a defense against missile attack. Each time,
defensive technology has proved no match for offensive missiles. This has not stopped
countries, particularly the United States, from pursuing ballistic missile defenses.
Today, the missile threat has changed dramatically from its Cold War peak, while
potential new threats and new kinds of threats are emerging. Some argue the time
for national missile defense has finally come, that the technology has finally caught
up to the threat and that new threats demand a defense. Others counter that the
technology is still uncertain, that the new threat is remote and that building missile
defenses actually leads to a net U.S. security decline. This briefing book examines
the current debate over national missile defense.
