BASIS FOR RATING: 1. This incident is related to high tritium activity in SEF. This could, under very adverse condition, result in excess release of radioactivity to atmosphere.
2. Since no excess release has taken place it is classified in level 0.
DIFFICULTIES IN RATING: 1. This event could have on on-site and/or off-site impact under very adverse conditions.
2. The minimum rating available is 3 which is not the actual case as no activity release has taken place.
