ERF description: Unit II was under start up and reactor power level was about 10% full power. At 18.15 hours on 8.11.90 it was observed that the lower East adjuster was moving out from 60% IN on auto even with ZMTD of 1.5 deg. C. At 50% in position, the LE adjuster was selected to manual and attempted to push in manually. But it was not moving IN. It continued to come out even with LE hand switch in manual. During this period other three adjuster rods were on Auto and no change in reactor power was observed.
BASIS FOR RATING: A-IR
In this event there was no change in reactor power even though the defective LE adjuster was moving out, the other three adjusters were in auto and maintaining the reactor power. Hence level 0 is selected.
