After refueling outage the plant was operating at 25% Rx power. According to the procedure the operator at that point switched the Feedwater Control Valve (FCV) from "manual" to "auto" mode of operation. An error on the logic circuitry of the valve caused opening of the valve to fully open position resulting in feedwater/steam flow mismatch and high level in SG 1 turbine trip followed by Rx scram. After Rx trip all required safety systems were fully available.
