On 29 September 1999, a tornado was sighted within the plant protected area. The unit was in cold shutdown for a refueling outage, with the reactor head installed. Shutdown cooling remained in operation throughout the event. The licensee declared an ALERT emergency classification as a result of the tornado. The plant experienced some minor damage to non-safety equipment, but no safety systems were affected and off-site electrical power remained available. Justification of Rating: This event is rated as out of scale in accordance with Part I-1.3 of the 1998 Draft INES Users Manual, as it did not involve any possible radiological hazard and did not affect the safety layers.
