ERF description: The plant was operated at rated power. In checking the prerequisites of control rod drive mechanism test, output of power supply was found high. When operator tried to change the power supply, support panel and radiator of movable coil current controller contacted. Power supply of control rod drive mechanism grounded and control rods dropped into the reactor core.
Justification: As full safety functions were available, the event is rated at level 0 as per user's manual, Part III, Table II, A1.
