Reactor trip due to actuation of sensitive relay influenced by starting current

This unit was escalating the power after overhaul. At 48% power, as soon as operator made one main feedwater pump start to raise reactor power, Restricted Earth Relay (RER) which was designed to protect Unit Auxiliary Transformer (UAT) was actuated. Then turbine was tripped and caused reactor trip. After investigation, it was revealed that the setpoint of RER was 0.1A and was exceeded by influence of starting current of main feedwater pump. Setpoint of RER was adjusted from 0.1A to 0.2A as other units in Korea and plant was returned to operation.
There was no release of radioactive materials outside the reactor building and no unplanned exposure to employees.
Justification: As full safety functions were available, the event is rated at level "0" as per User's Manual Part III, Table II, A1.
