Slight contamination of potable water due to damage in an auxiliary heat exchanger of the main condenser circuit

1. The plant was on scheduled shutdown for the repair of a leaking tube in the steam generator. Consequently, the radioactivity concentration in the water of the secondary system was above the usual values.
2. During a routine test, as increase in the background radiation values was detected near the hot dressing room. After a long and detailed investigation, it was discovered that the radioactivity values the hot potable water was higher than expected.
3. Reason for the contamination of the hot potable was a damage in an auxiliary heat exchanger used for heating the water of the shower (this heat exchanger uses steam from the reactor's secondary system, at that time "contaminated" because the S/G leaking tube)
4. The situation became more complicated, because the Circulating Cooling Water (CCW) intake from the lake, became more complicated, because the Circulating Cooling Water (CCW) intake from the lake sucked part of the water discharged from the storage tank.. Apparently, there could be some untighness in the piping (400 m length) that would allow for a bypass of the water discharged into the lake.
5. Anyhow, this event did not cause any relevant doses on the public or on the operators far beyond the authorized limits.
6. Ecological organizational complained in the newspapers because, they said "radioactive material has seriously affected the lake"
Justification:
The radioactivity of water discharged from the condenser's system was below the authorized limits (1/3 of the monthly derived limit) and maximum tritium concentration reached near the discharge point (3.7 Bq/ml=10-4micro Cu/ml) during a couple of hours, could not cause significant dose in he public (even if someone had been swimming at that time)
On-site impact: The dose incurred by the most exposed operator, taking a how shower and drinking water, was far below the authorized limits (less than 1 micro Sv).
Degradation of depth: Since safety function availability was full (users manual part II, Table II, Box 1 the event is rated at level 0
