Erroneous line-up before start-up of vent pipe valves to the scrubber system

The reactor operator discovered that two valves in the vent pipe to the scrubber system are closed. These two valves should be open as they are in a series with a rupture disc. However, as a signal to open the valves will occur at such an accident, the deviation is regarded as small.
The reason for the wrong line-up is that after ordinary line-up the valves were tested for leaktightness. After this test the valves were not reopened.
The event was first regarded as below scale (0), but as Forsmark 2 had the same type of event on the same system 1995, the event was upgraded to INES 1.
