SECTION 1 
INTRODUCTION

This report by Motor-Columbus Consulting Engineers Inc., Baden, Switzerland, 
presents a  cost study for the construction of nuclear and coal-fired power 
plants in the Netherlands.  The study has been made for the Ministry of 
Economic Affairs, Den Haag, Netherlands in the period from February to 
April 1985.

SECTION 2 
ACTUAL COSTS FOR NUCLEAR AND COAL-FIRED POWER PLANTS

The total plant costs (construction costs plus interest during construction) 
for a 1,000 MW nuclear power plant and a 600 MW coal-fired power plant unit 
have been indicated in Table 0-1 and are estimated to amount to 3,830 mio Hfl 
for the nuclear and 1,260 mio Hfl for the coal-fired power plant. 
All cost estimates in the report are based on constant January 1984 prices and 
a real interest rate* of 4 %.

The cost estimates are mainly based on a comprehensive survey of cost estimates 
and actual as-built costs for nuclear and coal-fired power plants in different 
countries from the years 1970 to 1984. The main results of this survey are 
indicated in Figures 0-1 and 0-2 which show the specific construction costs 
in Hfl/kW (without interest during construction) for nuclear and coal-fired 
power plant projects. The estimated specific construction costs for the 
"base cases" considered in this study are as follows (interest during 
construction not included):

- 3,400 Hfl/kW for a 1,000 MW nuclear power plant
- 1,900 Hfl/kW for a 600 MW coal-fired power plant

* real interest rate = nominal interest rate minus inflation rate.
