Mr. Chairman,

In early 2006, I promised the Lower House of the Parliament that I would
 present a proposal on the preconditions that any new nuclear power 
plants would have to meet from the point of view of space, the environment 
and safety (1).Also on behalf of the Minister of Economic Affairs, 
I hereby present that proposal, which provides an outline of the framework 
and summarises the conclusions and preconditions for the deployment of new 
nuclear power plants in the Netherlands.

Energy policy

- What is the problem?

Various problems play a role in energy supplies: oil and gas are becoming 
scarcer, oil price rises are disrupting economic growth and the world's 
increasing energy consumption is leading to major environmental problems 
(including climate change and poor air quality). The long-term aim for 
the energy policy in the Netherlands is sustainable and safe energy 
management that assures energy supplies, is affordable and leads to a 
better environment. With regard to environmental quality, greenhouse gas 
emissions in 2050 have to be 60-80% lower than they were in 1990.

- What has been the approach up to now?

The longer term aim is a transition to more sustainable energy management 
(energy transition), in which innovation plays an important role. Market 
players, social organisations and government are working together on 
energy transition. The Energy Transition Task Force's transition action 
plan (TAP) "More with Energy - opportunities for the Netherlands" 
(Meer met Energie- kansen voor Nederland) came out in May 2006.
