FOREWORD

Forty years ago, when the functions of research, design and production were
entwined as a single pioneering venture, work began on the preparation of the first
nuclear fuel element, signalling the beginning of the Nuclear Industry in the United
Kingdom. Over the years, those functions have crystallised and separated but the
Laboratories have remained in the forefront of nuclear fuel development. Forty years
on, the work is more diversified but the development and performance evaluation of
fuel is still the cornerstone of our business.

We have contributed to all the nuclear projects. We are deeply involved in the
manufacturing, development and performance assessment of the Uranium/Magnox
fuel that powered the first nuclear power station in the world at Calder Hall in 1956.
We continued with the first commercial power stations at Bradwell and Berkeley,
and through the whole of the first generation of stations that produced more than
11% of our electricity. The scope widened with the invention of the Gas-Cooled
Reactor, the High Temperature Reactor and the Steam Generating Heavy Water
Reactor.

Our manufacturing skills, our experience in fuel and core engineering and in
structural reliability have been in the forefront of the development of the Fast
Reactor and we are looking forward to collaborating with our European partners in
a joint development programme. Over the last ten years we have diversified, again
with significant contributions in the development of fuel reprocessing and waste
treatment. We have enjoyed a wide range of applications - we have been supplied
with the right equipment - but most important of all, we have here at SNL people with
skill, enthusiasm and commitment They have proved to be durable, many of our
present staff were here through those first exciting ten years. They are ordinary men
and women who are an integral part of our local community but what they have
achieved here is extraordinary.

We look back on forty years of hard work and successful achievement. We look
forward to even more difficult technical objectives but we are confident of continued
success. We are faced with the new problem of increasing public concern as to the
safety of our industry. Knowledge and understanding are the true objectives of our
work and they represent the only real answer to fear and misconception. We shall
strive to convey our confidence to the community at large. Our forty years have
contributed to a source of power whose demonstrable attributes are safety and
economy. We shall work to continue to improve both these attributes.
