Introduction

THE INQUIRY CONTINUES ...
The events which take place, 10 a.m. to 5 p.m., Tuesdays to Fridays, in the main
concert hall of Snape Maltings, on the Suffolk coast and home of the Aldeburgh
Festival, would probably be deeply puzzling for anyone in the unlikely position of
being a casual passer-by in that remote part of the world. The drama played out in
daily instalments, and likely to extend throughout the year, constitutes the Public
Inquiry into whether Britain should import and build a pressurised water reactor at
Sizewell. Up to ten million pounds of public money will be spent by the proponents
of the scheme on this particularly quaint example of British legal pageantry. It must,
therefore, be important. It is said, in fact, that the Inquiry will dictate the course
of energy policy over the next decade. But what is all the fuss about?
The matter is indeed important. The Inquiry Inspector, Sir Frank Layfield, with his
team of assessors will at the end of the day have to decide whether the proposals
before him stand up, given the millions of words of evidence which will be
presented both for and against them. The issues on which a judgement will
eventually have to be made-economics, safety, electricity demand, waste storage
and transport, and so on are also highly technical and extraordinarily complex.
