1. EXECUTIVE SUMMAR
1.1 Introduction
The Swedish State Power Board (Statens vattenfallsverk) has made application
to the government for permission to load a nuclear power reactor under the 1977
Stipulation Act (a). The application includes:
- A report from the Nuclear Fuel Safety Project (Kärnbränslesäkerhet or KBS) (b)
which describes a method for handling the glassified liquid high level waste from
reprocessing.
- Contracts between the Swedish nuclear fuel company (Svensk
Kärnbränsleförsörjning AB or SKBF) and the French state company COGEMA
for reprocessing of Swedish spent fuel at the UP3-A plant at La Hague.
The Ringhals 3 application has been approved according to the 1956 atomic energy
law (c) and the 1958 radiation protection law (d). The pending decision on operation
of Ringhals 3 is whether or not the demands of the Stipulation Act have been
satisfied.

(b) There are now two reports from the KBS project. KBS-I published in December
1977, describes a method for handling of glassified liquid reprocessing wastes. It is
the KBS-I report which is contained in the Ringhals 3 application and which is dealt
with in this review. The second KBS report, KBS-II was published in June 1978 and
describes a method for handling unreprocessed spent fuel.
