GENERAL INTRODUCTION

In April, 1977, the Swedish Government passed the "Stipulation Law" 
(Villkorslagen) (l) according to which a power utility may not obtain a permit to 
begin operation of a new nuclear power plant until it has demonstrated either:

1) that it has a contract under which the need for reprocessing of spent fuel is
reliably taken care of, and

2) that it has a plan for final disposal of the high active waste in a way which is
absolutely safe ("belt säker")

or that it has a plan for final disposal of spent fuel without reprocessing in a way 
which is absolutely safe.

In December, 1977, the Swedish nuclear power industry issued a report of such a 
plan, called the "KBS report". ("KBS" in Swedish stands for "Nuclear Fuel Safety") 
The report calls for depositing the vitrified high active waste in deep granitoid 
formations.
