The Unit 4 reactor at the Chernobyl nuclear power plant in the Ukraine has erupted 
in explosions and fire, which destroyed the reactor building and the top shield cover 
of the reactor, exposing the extremely radioactive and burning reactor core, and 
releasing into the atmosphere large amounts of radioactive substances in the form of 
smoke and vapor. The resulting cloud or plume of radioactivity spread over most, if 
not all, of Europe and beyond, and seriously contaminated Europe with radioactive 
fallout dust, before the reactor fire was finally smothered and the radioactivity 
releases stopped by the improvised dumping of sand, lead, and boron material onto 
the reactor and debris.

The Governments in Western Europe have reacted with some radiation protection 
measures, such as controlling the radioactive iodine isotopes in milk, a temporary 
ban, then controls, on food imports from the East, and advice against eating leafy 
vegetables for a time. But on the whole, Governments* have declared shortly after 
the accident that the measured radioactive contamination levels are not dangerous; 
that the people can go on living as normal; that no special radiation protection or 
decontamination measures or restrictions on living or playing are necessary---the 
children can go on playing in sandboxes---and that no general controls on food 
contamination are necessary.
