INTRODUCTION Prior to the nuclear accident at Chernobyl in April 1986, a series of scientific working groups had been organized by the VHO Regional Office for Europe, covering various aspects of nuclear power production, including contingency planning for accidental releases of radioactive material. These resulted in a series of reports published in between 1977 and 1987, issued in the VHO European Series (1,2,3,4,5,6,7) On 27 April 1986, reports were received about high levels of radiation being recorded at a number of locations in Finland and Sweden. Although information was fragmentary and in some ways inconsistent, it became clear that a major nuclear accident had taken place in the Soviet Union and, as an increasing number of monitoring stations in northern and central Europe began to report enhanced readings, it was decided on the morning of 29 April to activate the disaster procedures of the Regional Office and to maintain continuous operation of an emergency room.
