Wednesday Morning Plus 15 Months Well over a year has passed since the accident at TMI-2 first captivated national headlines with the threat of an impending nuclear disaster. That accident on Wednesday, March 28, 1979, is now fully understood, and subsequent analysis has shown that it was not as perilous an event as it once seemed. But first impressions linger. Many people still believe that a major catastrophe was only narrowly averted, the nature of the accident is still undecipherable, and the health effects are unknown and unpredictable. None of this is valid. Moreover, few people know what is being done by the nuclear industry to prevent similar occurrences in the future. There is a pressing need to bridge this communications gap and to update earlier accounts that were often spotty, inaccurate, or incomplete. In this issue the EPRI Journal takes a comprehensive look at the accident, drawing on 15 months of painstaking analysis by technical and scientific experts. It also looks at the fixes. The purpose is to explore how the accident has affected the course of nuclear power. The industry response has been positive and long term in nature, as evidenced by the creation of two major institutions, the Nuclear Safety Analysis Center and the Institute of Nuclear Power Operations, to deal specifically with the technical and operational aspects of nuclear safety. The work of these two groups has accelerated safety analysis and shifted the focus to the more probable accident sequences, as well as to the problems of man-machine interactions. Their efforts have already raised the level of nuclear safety. This issue describes the accident sequence, summarizes the institutional response, and provides a broad assessment of the technical, health, and economic consequences of the accident as they are now understood from the perspective of time and detailed study. All this is a springboard to understanding the future, and in the last article, the Journal reports how nuclear plants are now being made safer. Brent Barker, Editor
