FOREWORD

This Review surveys the literature on the moral and ethical issues pertaining to
nuclear waste management Literature which clearly addresses and/or articulates
moral and ethical issues and positions on the use of nuclear energy in general has
also been addressed where it is useful in providing background and context for this
Important topic. As well, literature focusing on the ethical and moral implications
of large-scale technological decision-making and on the obligations of the present
generation to the future has also been referenced The reader may assume that,
unless nuclear waste or nuclear energy is explicitly mentioned, the work being
cited has been drawn from the latter two sources.

This Review is not intended to address issues relating to: the energy policies of
the Government of Canada or the provinces; the construction, operation and safety
of nuclear power plants; nuclear fuel reprocessing; or, the military applications
of nuclear technology.

To improve the readability of this Literature Review and to ensure that it is a
manageable length, the various literature sources are reviewed under key thematic
headings. The authors recognize that much of the body of work reviewed is multi-
dimensional and worthy of discussion under a number of the headings. The
approach taken in this Review is not intended to diminish the importance of
these studies, but rather provides a clear sense of the breadth of the issues.
