PREFACE Ethical and moral issues lie at the heart of all policy decisions, and those related to nuclear waste disposal are among the most complex of our time (Brooks 1980). The ethical and moral issues associated with the nuclear fuel cycle have been explored in a number of fora, including the Porter Commission (Porter 1978); the Cluff Lake Board of Inquiry (Bayda et al. 1978); the Canadian Nuclear Association Seminar (CNA 1980); the Interfaith Panel for Public Awareness of Nuclear Issues (IPPANI 1984); and the Swedish Consultative Committee for Nuclear Waste Management (KASAH 1988). These various proceedings have made clear the need to explore new approaches to analyzing the impacts of nuclear technology. AECL Research recently sponsored an examination of fundamental ethical issues and consequences related to the nuclear fuel waste disposal concept. This workshop built upon earlier efforts by consulting scientists, public affairs professionals, philosophers, theologians and social scientists familiar with the Canadian Nuclear Fuel Waste Management Program, as well as with the nuclear programs in Sweden and the United States. This consultation workshop addressed a number of ethical issues related to the nuclear fuel waste disposal concept, and identified new issues. The following report presents the substance of the discussion and the specific advice offered to AECL. For the reader who is not already familiar with ethics and/or the Canadian nuclear fuel waste disposal issue, Section 2 provides an overview of the nuclear fuel waste disposal concept, and we acknowledge the assistance of AECL in providing this summary. Section 3 presents a brief discussion of what it means to discuss moral and ethical issues. We are indebted to Dr. Michael Langford of Memorial University and Dr. Michael McDonald of the University of British Columbia for their contributions to this section of the report. Appendix C describes the relationships and responsibilities of the various organizations and regulatory bodies in the Canadian nuclear industry.
