MESSAGE

The year 1996 marked the centennial of the discovery of radioactivity by the French 
physicist Henri Becquerel. This discovery started a chain of scientific marvels that
 led to the present day modern applications of nuclear techniques. The centennial 
celebration culminated in the 2nd Philippine Nuclear Congress in which Dr. Hans Blix, 
Director General of the International Atomic Energy Agency (IAEA), was the 
keynote speaker. The multisectoral Nuclear Congress participants issued a resolution 
(printed elsewhere in this report) which identified actions that need to be addressed 
in improving public acceptance of nuclear energy.

The PNRI continued to upgrade and repair its facilities including the tripling of the 
capacity of the multipurpose gamma irradiation facility. The Institute's link to the 
information highway was enhanced via a local area network.

In the international scene, the PNRI supported efforts to establish a Southeast Asia 
Nuclear Weapons Free Zone (SEANWFZ) and called for the Philippine ratification of 
the Convention on Nuclear Safety which took effect in October 1996. For the third 
time since IAEA 's existence, the Philippines, through DOST Secretary William G. 
Padolina, presided the 4Uh IAEA General Conference in Vienna, Austria. The PNRI 
also sustained its participation in international and regional fora.

PNRI co-hosted seven regional and national training events involving participants 
from Regional Cooperative Agreement (RCA) member states in the Asia-Pacific 
region. PNRI's participation in the Nuclear Power Steering Committee (NPSC) 
continued in three main responsibility areas: radioactive waste management, 
nuclear safety and nuclear fuel cycle as well as in nuclear education, a priority 
goal of the Committee.

During the year, PNRI supported a bill filed in the house of Congress regarding 
the establishment of a radiation technology center at PNRI. Implementation of the 
activities under the memorandum of understanding with the Atomic Energy 
Canada, limited (AECL) was began with a visit of the Director to AECL's facilities 
and a three-month assignment of a PNRI personnel to the latter's radioactive waste 
management research laboratory.

The support of the PNRI personnel, the DOST hierarchy and the PNRI's cooperators 
and collaborators in the nuclear field are much appreciated.
