Part I 1. Introduction This is the Final Report of the Kakadu Region Economic and Institutional Overview Study that was commissioned by the Aboriginal Project Committee. The work on the study was undertaken by Greg Crough and Darryl Cronin (who is employed by Gundjehmi Aboriginal Corporation) in conjunction with Met Sheppard (from the Kakadu Region Social Impact Study). In preparing the Final Report for this consultancy, the Project Co-ordinator informed the consultant that: • the consultants' report should be written in a style which is accessible to the Aboriginal Project Committee; and • the findings, issues and recommendations should be prepared in a format that is suitable for use in public meetings or as reference for the Aboriginal Project Committee in their work. This Report is intended to assist the Aboriginal Project Committee to get a better understanding of some of the complex issues raised in the terms of reference. We hope that this information is useful to the Aboriginal Project Committee as it continues to work on its final report for the Study Advisory Group. The Report is written in more simplified language than would normally be used in a government or academic report. We are conscious that the literacy skills of some of the members of the Aboriginal Project Committee, and many bining in the region, are limited. It may well be that even in its present form the Report is too long and too complex for some members of the Committee to read. However, much of the material included in Part I of this report has been discussed with members of the Aboriginal Project Committee in formal meetings of the Committee and on other occasions. Part I includes much of the information we have used in the meetings with bining that have been organised in the past three months in the Kakadu region. Most of the material in Part II is based on the meeting with bining that we have had in the past three months. Most members of the Committee attended their own clan meetings and give their views. The information presented in meetings has generally been more detailed than the information included in this Report. Copies of this information have already been given to the members of the Aboriginal Project Committee as well as members of the Study Advisory Group and some staff in the bining and balanda organisations.
