The Importance of Inscribing the Kakadu World Heritage Site on the List of World Heritage in Danger The proposed Jabiluka uranium mine which is being constructed within an enclave of the Kakadu World Heritage Site, Australia, has become a threshold issue for the World Heritage Convention. The Kakadu World Heritage Site is clearly being damaged now and faces accumulating damage from the ongoing construction of the mine. How the World Heritage Committee handles this issue will set benchmarks for the World Heritage Convention not just in Australia, but around the world. We respectfully submit that the World Heritage Committee's obligations to place Kakadu on the List of World Heritage in Danger are clear. A high powered Field Mission led by the then Chairman of the World Heritage Committee, Francisco Francioni, and composed of the then Director of the World Heritage Centre, the current Deputy Director-General of IUCN, and experts from ICOMOS, concluded that the Jabiluka uranium mine should not proceed, if the cultural and natural World Heritage values of Kakadu were to be protected. After due consideration the World Heritage Bureau and the World Heritage Committee endorsed the findings of the Field Mission report and called for a halt to mine construction, by a vote of 20 to 1. Since then mine construction has continued and damage to the site has compounded. It is clear that the Australian Government never had any intention of complying with the request of the Committee to halt mine construction, and has no intention of doing so in the future.
