Introduction This pamphlet offers a new perspective on the worldwide nuclear debate. Third World First and SANE have jointly produced it for the anti-nuclear and development groups, also for anyone not in a group but concerned about world poverty, nuclear power or both. It has been claimed that nuclear power offers to the world's poor a 'cheap, safe, and long lasting' energy source. But in a divided world, where poverty and wealth, injustice and violence, are the common images-what is the impact of the nuclear cycle? The media talks of a world in crisis -a food crisis, an employment crisis, and an energy crisis. How desperate are these crises? What solutions are proposed? Must nuclear power be adopted as part of a solution? Many third world countries are developing nuclear energy programmes. How important is this 'commercial energy' to the needs of the poor? Why are third world governments choosing the nuclear option? Is it because they want prestigious high technology? Are they seeking to 'progress' from civil nuclear power to nuclear weapons capacity? The nuclear chain is a global chain. Mining uranium and dumping nuclear waste in the third world can remove some of the more obviously unpleasant aspects of the nuclear cycle from our own country. But as long as we make use of nuclear energy we are threatened. To export the nuclear hazard is hypocritical. Why should the third world be used as a nuclear waste-bin? Throughout the world people suffer from the nuclear cycle - it threatens their living-standards and lives. The effects of nuclear power on the poor gives a clearer-and more objective-view of its dangers. A view not rooted in our own fears but in the experience of all. What changes would provide efficient and sustainable energy for all - without the danger of nuclear war? How can we work to achieve this? What campaigns should we support? This pamphlet isolates and explains the key issues in the energy and arms debates. The political and economic forces impelling the world into dependence upon nuclear technology are revealed. Is peace dependent on deterrence strategy? Can energy supply only be ensured by building more reactors, and extending the nuclear chain? Is this path inevitable?
