1. SUMMARY

This paper was written at the request of the United Nations Environmental 
Programme to the instructions reproduced in the Section 3

The author is most grateful to UNEP for the brief, since it has left the Botswana 
Technology Centre firmly convinced that developing countries should:

- exploit indigenous reserves of fossil fuels rather than opt for nuclear power plant;

- avoid Pressurised Water Reactors (PWR's) until their safety record is established
in practice and not solely argued on paper;

- opt for gas-cooled reactors, or other low power density reactors like CANDU, when
these currently safer reactors are demonstrably more economic than importing fossil 
fuels and fossil-fuelled power station technology acquisition does not create less 
technological dependence;

- collaborate in examination of foreign offers of contract to dump waste within,
or off, their territories;

- collaborate, through UNEP, in examination of differing estimates of dose rate
made for similar nuclear power plant and in the rationalisation of these differences;

- collaborate in the whole gamut of civil nuclear strategies suitable for developing
countries; and

- collaborate in keeping a watching brief over progress towards fusion powered
reactors, with the intention of participating should reliable and economic fusion 
power appear imminent.

While this paper was being written and dry cooling towers being studied Botswana 
had to close down small diesel and coal-fired power plant, due to drought, and import 
electricity. Thus the Technology Centre would like to emphasise the suggestion in the 
Section 5-1 below on Waste Heat and add an ancillary recommendation:-

- whether nuclear or fossil powered plant are considered it is recommended that
some collaborative effort between developing countries, which are arid, be put 
into study of the economics and environmental impact of dry cooling towers.
