I. INTRODUCTION

The International Nuclear Fuel Cycle Evaluation (INFCE) Organizing Meeting
created a Working Group for the study of Spent Fuel Management.

The Working Group was composed of representatives from 19 countries,
3 international organizations, and l 0 observer countries.
This study deals with the management of spent fuel, as it contains source and
fissionable material, during interim storage after its discharge from the reactor
and up to the time it is either reprocessed or sent to a repository for disposal after
appropriate conditioning. Spent fuel transportation is studied with respect to
transportation between AR (at-reactor) storage pools and the receiving pools of
reprocessing plants or AFR (away-from-reactor) storage facilities and from the AFR
facilities either to a reprocessing plant or for disposal. Such AFR facilities comprise
all storage facilities not integrated within a reactor facility, e.g. independent spent
fuel storage installations (ISFSI), storage facilities at reprocessing plants or fuel
cyclecentres and storage facilities at a disposal site. Reprocessing is considered by
INFCE Working Group 4 and disposal by INFCE Working Group 7.
