SUMMARY

1. INTRODUCTION

This study compares the management and disposal of wastes that arise in the
generation of electricity by nuclear fission for a representative selection of
nuclear fuel cycles. Since the primary consideration in nuclear waste management
and disposal schemes is to protect the public, now and in the future, from the
radioactivity of the waste materials, one impact assessed is the residual hazard to
health and safety. Other impacts considered are the effects on the environment, the
costs of waste management and disposal, and the risks that fissionable materials in
the wastes might be diverted to non-peaceful applications. Possible utilization of
the energy resources contained in the wastes, which for some fuel cycles are quite
significant, is not considered here, but should be viewed in a wider perspective
of an entire fuel cycle.
Following the impact assessment, the legal and institutional aspects of nuclear
waste management and disposal are discussed, as well as the aspects of special
interest to the developing countries.
To undertake this comparative study many assumptions had to be made regarding
the reference technology, e.g. the fuel cycles, the related waste arisings, their
conditioning and disposal. No attempt was made to optimize the parameters of
these reference assumptions, but conservative assumptions were adopted as much
as possible. Conditions, in practice, may differ significantly from those assumed.
Thus, although particular methods of waste management and disposal are described,
this should not be construed to mean that Working Group 7 judges other methods
to be less suitable. The results should therefore be used with caution when applied
for other than comparative purposes.
