Executive Summary In the early 19905, British Nuclear Fuels plc (BNFL) will start operating its Thermal Oxide Reprocessing Plant (THORP) at Sellafield in Cumbria. It is anticipated that this will produce about 60,000 kg of separated plutonium over a ten year period. Current contracts suggest one third of this will be exported to Japan and one third to continental Europe. This will increase plutonium transport in the UK nearly ten fold. An atomic bomb can be made with 5-10 kg of plutonium. Plutonium's dual nature, as nuclear fuel and nuclear explosive, means there are grave dangers associated with such large scale movements. These dangers are the subject of this report.
