Summary

ACTRAM has considered the safety aspects of the transport, by air, both now and
in the future, of civil plutonium within and from the United Kingdom. It has not
considered either the security arrangements for these transports or the possible
proliferation of nuclear weapons. However it does note the assurances of Her
Majesty's Government that there are adequate arrangements for both security
and non-proliferation.

The transport of the plutonium, which results from the reprocessing of spent
nuclear fuel, is required so that the plutonium can be used as an alternative,
and potentially very valuable, nuclear fuel. It is transported by air for reasons
of security and cost.

The transports are, at present, in accord with the Regulations of the International
Atomic Energy Agency. These are approved by almost all of the United Nations
involved in the transport of radioactive materials, however the USA has different
requirements for the air transport of plutonium. The USA requires tests, of the
plutonium packages, more severe than those of the IAEA.
ACTRAM has initiated a review by the IAEA, of the IAEA tests, in view of
the different requirements of the USA.
