INTRODUCTION

Since the Canadian government's decision to acquire a fleet of 10-12 nuclear-
powered attack submarines was announced in its new Defence White Paper,
entitled Challenge and Commitment: A Defence Policy for Canada, [1] the
pros and cons of the decison have been argued on a number of counts: how
the submarines would fit into Canada's NATO commitments; their utility for
asserting Canadian sovereignty in the Arctic; and their affordability.
