THE SAFEGUARDS IMPLEMENTATION REPORT FOR 1987

Note by the Director General

1. The Safeguards Implementation Report (SIR) attached hereto provides an analysts
of the results of and trends in the Agency's safeguards operations in 1987 and of
the problems encountered.

2. Paragraphs 1 to 61, with minor editorial changes, constitute the Safeguards
chapter in the draft Annual Report. In addition, details on the status of agreements,
and lists of facilities covered by such agreements, have as usual been included in
the draft Annual Report (GOV/2336). The Board discusses the Agency's Annual Report
for 1987 under another agenda item.
3. The Board's attention is called to paragraph 160 concerning the timeliness
component of the inspection goal.

RECOMMENDED ACTION BY THE BOARD

4. The Board is invited to take note of the Agency's Safeguards Implementation
Report for 1987 attached hereto.
