1. INTRODUCTION

A first number of this "Review of Progress in Safeguards Development" was issued
in April 1971. Progress accomplished since that time justifies the issue now of this
second number of the Review.

The primary objective of the present issue is to inform Member States on the status
of the evolution of the IAEA's safeguards concepts, procedures and techniques. The
ultimate objective is to help interested States to coordinate their activities with
those of the Agency and the other States, in order to avoid unnecessary duplication and,
thus, to accelerate the optimization of the effectiveness of international safeguards.

The contribution of Member States to technical working group meetings, development
of techniques and instrumentation, and contractual scientific services is explicitely
stated in items 3, 4 and 5 of this issue.

We would be glad to receive all views on the desirable contents of future issues.
