Preface:

This document contains descriptions of concepts in the field of nuclear safeguards
with definitions in English, and with term titles in English, French, German,
Italian and Dutch.
The glossary was specially prepared for the Information Symposium, organized
by the European Safeguards Research and Development Association (ESARDA,
Roma 7 and 8 March 1974.
The fact that in cases where no international definition was available a certain
description or definition from non-international origin is included in this glossary,
does not imply, that the wording given has been recognized as the best one, or that
it generally has been accepted.
Where possible the source from which the definition was taken is mentioned.
The main sources used are the following:
IAEA 1968 : IAEA Safeguards Document. Edition 1968.
IAEA 1971 : "The structure and content of agreements between the Agency
and States, required in connection with the Treaty on the Non-Proliferation
of nuclear weapons" INFCIRC/153 (IAEA, Vienna, 1971).
WASH-1173 : "Safeguards Dictionary", report WASH-1173.
(Brookhaven National Lab., Upton, N.Y., 1971).

It is anticipated that this glossary will serve as a draft for the preparation
of an official safeguards glossary. Comments will be welcomed by the editor.
