Explanatory Note

This model is intended to provide guidance for the preparation of a facility
attachment pertaining to a fuel fabrication plant, which has one process area only.
(For a plant with more than one process area, there is a separate model, M-09).

The description of the plant in Code 1.4 is obviously illustrative and the formulation
of Codes 3 and 4 has been geared to the description. Adaptations will have to be
made depending upon the actual situation, and particularly the type of nuclear
material which will be processed in the plant.

In regard to KMP 3 of Code 4.1 for MBA 1. when material is shipped to MBA 2
it will be measured by the operator either on shipment from MBA 1 or on receipt
in MBA 2.
