Explanatory Note

This model is intended to provide very general guidance for the preparation of
facility attachments for conversion plants. Such plants will normally comprise
a pre-safeguards stage through the starting point of safeguards, where material
of nuclear purity appears after conversion from uranium concentrate, etc., and,
secondly, process areas where further conversion, blending, etc., could occur.

Some plants may combine fabrication processes also, so that uranium concentrate,
which enters the plant at one end, is first converted to material of nuclear purity and
then fabricated, appearing as fuel elements, assemblies, etc., as the final products.
