I INTRODUCTION:

Here is a progress report on the 17 research projects approved by Judge Rambo 
inDecember 1986 in regard to the Three Mile Island Dosimetry Project. Precursors 
to these projects were Review of Dose Assessments and Volumes I and II of 
Proceedings of the Workshop on TMI Dosimetty. References to the project numbers 
and definitions correspond to the way they were set forth in the "Research Proposal", 
prepared for the Health Fund, dated 5/5/85 with subsequent revisions. This progress 
report primarily functions as a working document that enables us to keep track of 
where we are.

It should be kept in mind that the object of the Dosimetry Project as a whole is to 
synthesize the results of all projects into a new range of combined dose estimates 
for all releases from TMI. As specified in the 1986 Court Order the purpose "shall 
be to narrow the range of estimates of radioactivity releases and population doses 
in the published literature on TMI dosimetry, if possible to those most likely to have 
occurred, consistent with available data and generally accepted scientific standards". 
Best estimates are to be made, while eschewing upper limits or worst case estimates 
unless practicalities dictate otherwise. Uncertainties are to be treated by assigning 
errors to best estimates, using the standard deviation formalism. In addition to 
obtaining the uncertainties and best estimates possible for all isotopes, we are 
concerned with improving our historical understanding of the way doses have been 
measured and analyzed after the accident with the hope of applying the lessons 
learned to future emergency planning and analysis of future radiological incidents.

To this end each project shall be described below in terms of the problem it involves 
as well as the objectives of the research. The progress report shall show the status 
of not only the steps as they are taken but also the results and their implications. 
In general the projects are grouped around doses: to whole-body from short-lived 
isotopes (e.g. noble gases), from long-lived radiocesium, to thyroid from 
radioiodine, to bone from radiostrontium, from other isotopes, and from exposure 
to non-radioactive toxics.
